Hello, we’re the BDO local government team. We’re a small team of experts working with local government to try and solve some of the strategic challenges facing the sector.
Our work focuses on helping councils to achieve efficiencies through improving interactions with partners, suppliers and customers.
This blog may cover some of the challenges and interesting things we come across as we do that, but it may also cover our more random thoughts or comments on articles we read, the public sector reform agenda more widely, or localgov games we create for our team meetings…

Andy is the partner responsible for the BDO local gov team. Andy specialises in providing advice to Local Government and Emergency Services, in particular assisting authorities with the procurement of services and major capital projects. His clients have included a wide range of single tier and two-tier local authorities along with major central government departments, NHS Trusts, Police and Fire Authorities and private sector suppliers to the public sector. In his spare time Andy is a Liverpool supporter and a big fan of the Boss, Bruce Springstreen.
Ian is a Director in the BDO Local Gov team, with particular interest in supply chain management, procurement and traded services. Having served in the British Army for 30 years, Ian has held leadership positions in two top-tier local councils so holds first-hand knowledge of applying change in a local authority context. Prior to returning to BDO he was Managing Director of Kent Commercial Services Limited where he created a profitable, viable and sustainable local authority business trading successfully on the open market. Outside of the office Ian is an avid Northampton Saints fan although his contribution to the world of rugby is now to coach his son’s team.
Matt is a Consultant in the BDO Local Gov team, and has developed a strong track record in service reviews, spend analysis, customer access reviews and place-based cost reduction.
Matt has worked with a wide range of council services to reduce non-pay costs and improve value for money in both back office and frontline services. Recent projects include a review of waste services in London, procurement reviews in ICT and Environmental services, and a review of customer access technology.
Outside of the office, Matt is a semi-obsessive cricket fan, and although he is not very good at playing the game, he is an excellent spectator.
Claire is a consultant with a background in local government, having previously worked at a city council and a unitary authority in Essex. Starting out on the sector’s graduate scheme (the ngdp), Claire has managed projects in Finance, Community Safety, Customer Services and Procurement, including working alongside charities, police and probation.
At BDO Claire’s projects have included reviews and redesign of various Council services (including procurement, HR, IT, floating support and children’s social care), and a secondment into the Cabinet Office’s Crown Commercial Services. She enjoys working closely with officers on service improvements, and is regularly inspired by the values, drive and challenges in local gov – such as Councils’ entrepreneurial approach to income-generation. Claire was a professional tennis player in a previous (..more active) life, but after recently moving house now spends any spare time trying not to commit crimes against diy.
Adam is a Consultant in the BDO local gov team. He is passionate about local government and serves as a Councillor on Ipswich Borough Council. In particular Adam specialises in developing customer access strategies and outcomes-based commissioning. Before joining BDO Adam worked on policy development and public affairs for a trade body and for a Member of Parliament. He is also currently completing a PhD in Public Policy. In his spare time Adam enjoys running and watching Ipswich Town FC, although that plays fast and loose with the term ‘enjoy’ on both accounts.
Ricky is an Assistant Consultant at BDO. He holds an MSc in International Development and has previously worked in Tri-Borough as a Business Analyst and within the Change Management team. He specialises in service reviews, including in Children’s and Adult Social Care. He also holds an interest in channel shift and change management..
In his spare time, Ricky enjoys delving deep into the annals of forgotten history, spanning subjects from Ancient Egypt to the renaissance kingdoms of West Africa.
Tom is an Assistant Consultant at BDO and holds a History degree from Newcastle University. Tom has worked across the public sector in healthcare, education and local government.
Outside of work, Tom is a passionate Everton fan and could not do without a regular dose of University Challenge – although his success rate for the latter is somewhat questionable.
